Job Description

Horizon Recruitment is recruiting for a Contract Manager to support the successful delivery of major operational and project initiatives through expert contract management.

This role is responsible for maximizing supplier performance, managing contractual risk, and ensuring goods and services are delivered safely, efficiently, and in alignment with business objectives. Working closely with internal stakeholders and external suppliers, this position plays a key role in achieving value, maintaining compliance, and supporting strategic procurement outcomes.

Responsibilities

  • Lead the management of complex contracts throughout their lifecycle, ensuring contractual obligations are met by all parties.
  • Monitor supplier performance and proactively address issues to minimize risk and improve outcomes.
  • Build and maintain strong working relationships with suppliers, business stakeholders, and procurement teams.
  • Provide contract-related guidance and support to internal client groups.
  • Forecast, track, and report on contract utilization, budgets, and financial commitments.
  • Ensure compliance with organizational procurement policies, contract governance requirements, and public sector procurement practices.
  • Identify opportunities to improve supplier performance, service delivery, and overall contract value.
  • Support sourcing and procurement initiatives by applying contract management expertise and market knowledge.
  • Collaborate with cross-functional teams to resolve contract issues and drive successful project execution.
  • Prepare and present reports, recommendations, and contract performance updates to stakeholders.
  • Manage contract changes, disputes, and negotiations while protecting organizational interests.
  • Contribute to continuous improvement initiatives within contract management and supply chain functions.

Requirements

  • Bachelor's degree in Business, Law, Economics, or a related discipline, or an equivalent combination of education and experience.
  • Minimum 10 years of experience managing complex contracts and delivering measurable business value through contract execution.
  • Strong knowledge of contract management principles, procurement practices, and supplier relationship management.
  • Excellent communication, negotiation, interpersonal, planning, and organizational skills.
  • Demonstrated project management capabilities with the ability to manage multiple priorities.
  • Advanced English communication skills, both written and verbal.
  • Proficiency with Microsoft Office, including Word, Excel, and PowerPoint.
  • Valid Class 5 Driver's License.
  • Experience working with cross-functional teams and managing stakeholder relationships at multiple levels.
  • Supply Chain Management Professional (SCMP) designation, in progress or completed.
  • World Commerce & Contracting (WCC) certification at Associate level or higher.
  • Experience working within crown corporations, government organizations, or other public sector environments.
  • Familiarity with utility industry operations and procurement practices.
  • Technical background in engineering, design, construction management, or related fields.
  • Project Management certification or equivalent training.

Remuneration

  • Target rate of $78/hr.
