About the OpportunityThe City of Fort St. John is looking for a full-time Utilities Manager to join our team in Fort St. John, B.C, on a 35hr work week.
Reporting to the Director of Public Works & Utilities, this role is responsible for leading the day-to-day operations, maintenance, and improvement of the City’s water treatment, wastewater treatment, water distribution, sewer, and stormwater systems, while supervising operational teams and supporting infrastructure projects and service delivery.
Your primary responsibilities will include, but are not limited to:
- Leading and supervising water treatment and utilities maintenance teams to ensure safe, efficient daily operations
- Planning, organizing, and scheduling maintenance, repair, and installation work across water, sewer, and stormwater infrastructure
- Developing and implementing preventative maintenance programs for municipal utility systems and infrastructure
- Providing technical guidance and operational expertise to staff while supporting effective infrastructure maintenance and construction practices
- Coordinating in-house infrastructure projects, ensuring appropriate staffing, equipment, materials, and resources are available
- Overseeing contractor and consultant work on maintenance activities, capital projects, and specialized utilities initiatives
- Assisting with the preparation and administration of operating and capital budgets, including forecasting materials, equipment, and staffing needs
- Monitoring project costs and maintaining job costing records to ensure compliance with approved budgets and reporting requirements
- Managing residential solid waste and recycling programs, including contractor oversight and performance monitoring
- Serving as the primary liaison with solid waste service providers, resolving service issues and ensuring contract compliance
- Supporting employee development through coaching, training, and performance management while fostering a respectful workplace culture
- Ensuring compliance with WorkSafeBC regulations, municipal policies, and safety programs, including conducting inspections and incident investigations
To qualify, you will need a degree or diploma in Civil Engineering, Business Administration, Public Administration, or a related discipline (or an equivalent combination of education and experience in public works utilities) and a valid BC Class 5 Driver’s License. A minimum of 5 years of supervisory experience in the repair and maintenance of municipal water and sewer utilities, including treatment plants, will also be essential.
Additionally, the following skills and background will be highly valued:
- Valid British Columbia (or other provincial equivalent) Water & Wastewater Operator certifications (Level 1, with Level 2 preferred) in Water Treatment, Water Distribution, Wastewater Collection, and Wastewater Treatment
- Experience leading teams in a unionized municipal environment
- Strong knowledge of public works operations, including water treatment, underground utilities, and solid waste programs
- Experience supporting capital infrastructure projects, construction coordination, or utility system improvements
- Contract management experience related to solid waste services or environmental programs
- Proficiency with MS Office and municipal or public works management systems
