Technology is essential for modern elections, and all of Elections BC's business processes depend on it. From voter registration to voting administration, to reporting results on election night, our systems must be robust, secure, and scalable. Technology will be even more important in B.C.'s next provincial election, as we work to implement the most significant changes to our processes in over 25 years. Technology-driven solutions will drive these changes, and developing exceptional software will be critical to our success.

The Senior Programmer Analyst/DBA is primarily responsible for leading, coordinating, and participating in projects that support Elections BC's adoption of new business processes, technologies and systems. These changes, and the need for application development, can be proactive, or can be the result of recent legislative change. The role requires collaboration with program teams and full lifecycle development application, across multiple platforms, and use of new and legacy systems.

Who we are

Elections BC is the independent Office of the Legislature responsible for administering provincial elections in British Columbia. We also administer other events like referenda, and oversee campaign financing rules for local elections.

Our Information Technology (IT) program area provides information management systems, computer infrastructure and technical services that Election BC relies on to administer and protect electoral processes, including candidate nominations, voting, ballot counting, and financial disclosure.

Job Requirements

To be considered for this opportunity, you must be immediately eligible to accept permanent employment in Canada.

Education and experience:

• Completion of a bachelor's degree in computer science or related discipline from a recognized post-secondary institution and five years of recent, related experience; OR

o Diploma in a related discipline and six years of recent, related experience; OR

o Certificate in a related discipline and eight years of recent, related experience; OR

o A minimum of ten years of recent, related experience

Recent, related experience must include:

o Oracle Database administration certification.

o Use of architectural and database engineering specifically with relational databases.

o Software development and participating in project teams including application developers, business area users and technical resources.

o Providing technical advice to work teams.

o Use of a broad number of application development tools.

o Data modelling, process modelling, and/or business area analysis techniques.

Preference may be given to applicants with:

• Previous experience working for Elections BC

• Related experience in electoral administration

• Previous experience in development and maintenance of electoral management systems

• Experience using .Net (VB, C#, data providers), COM+, C/C++, RDBMS (Oracle, SQLServer, Informix, DDL, DML, PLSQL, database backup), PERL, and web (HTML, CSS, Java Script).
