About the Opportunity

Currently, OTC is looking for a full-time Senior Civil Engineer, Tribal Council based in Rama, Ontario.

Reporting to the Executive Director, you will oversee, direct, manage and coordinate all program functions and activities of the Technical Services Department while providing direct professional engineering advisory services to the member First Nations during pre-planning, planning, design, construction, and maintenance of community infrastructure works and facilities.

Your responsibilities include but are not limited to:

  • Conducting assistance with preparing terms of reference for contracting Professional Services
  • Supporting the tendering, contract award process, and successful implementation of the same
  • Advising, coordinating, and supervising environmental screening for capital projects
  • Overseeing OTC inspection services, aiding in yearly capital program implementation for community facilities and infrastructure
  • Assisting member First Nations with negotiations involving Indigenous Services Canada and other resource agencies
  • Collaborating with other technical services providers and defining project scope, estimating costs, establishing milestones
  • Developing an implementation plan/management regime for all Minor Capital projects, as requested
  • Working alongside the OTC Infrastructure Specialist to provide fire advisory services to First Nations
  • Offering technical assistance with Community Capital Planning
  • Providing advice and recommendations in pre-planning, planning, designing, constructing, and maintaining community infrastructure
  • Aiding with construction development plans and supporting Project Management
  • Contributing expertise in upgrading and expanding existing facility infrastructure
  • Clarifying codes, standards, regulations, and applicable legislation

In your advisory role, you will demonstrate hands-on expertise through active participation in weekly in-community meetings with member’s Chief and Council, community members, and organizations. As an auxiliary representative during discussions with senior officials from industry and government, you will advocate for and advise First Nation community members.

About You

To qualify, you must be a Professional Engineer in the Province of Ontario (PEng), or in the process of becoming one, with a minimum of 3 years' experience working with First Nation Government and/or Communities. Preference will be given to candidates with a background or degree in Civil Engineering.

Additionally, the following skills and background will be highly valued:

  • Profound understanding of OTC First Nation Cultures and community aspirations
  • Demonstrated proficiency in policy, planning, and technical services development
  • Excellent grasp of federal and provincial legislation/policies impacting First Nation government, along with contemporary knowledge of public sector operating systems and procedures
  • Innovative, decisive, and equipped with advanced organizational, managerial, research, and analytical skills
  • Proven track record of excellence in communication, staff/public relations, and negotiation
  • Skillful in maintaining a high level of tact and discretion
  • Demonstrated results-oriented proficiency in technical management and implementation
  • Excellent Project Management skills, capable of establishing and effectively achieving measurable objectives within directed work plans; adept at multitasking
  • Reliable, proactive, and effective both independently and as a team member
  • Proficiency in Microsoft Windows Office Suite, spreadsheets, and related engineering technical software preferably in a Microsoft environment
  • Holds a valid Class G Ontario Driver’s License, reliable transportation, and public liability insurance ($2 million)
  • Eligible for Criminal Records Check, including Vulnerable Sector Check
