Job Description

MDA is seeking a Procurement Manager to join our team. You will be responsible for the overall operations of the Procurement Department, including managing department budgets and leading staff in the efficient and timely procurement of materials, products, and services. You will also manage our shipping/receiving team and the physical administration of purchased goods. The Procurement Manager also initiates or proposes c hanges to department, policies, forms, and procedures.

Responsibilities
  • Ensure that established Purchasing and Company policies and best practices are followed by all staff and advise such to all internal clients seeking Purchasing services
  • Help to establish reliable sources for goods and services from qualified sellers and subcontractors and develop professional supplier relationships
  • Encourage buying practices such as competitive bids, negotiating software license purchase, rental agreements, maintenance programs, arranging product trials, and setting up blanket orders and subcontracts, as appropriate
  • Team with internal clients to develop procurement strategies and solutions and act as a resource on procurement related matters, i.e. shipping terms, border/portal clearances, understanding tax and duty applications on transactions
  • Mentor/train new staff
  • Support the Director, Contracts & Subcontracts with departmental change initiatives
  • Allocate work and responsibilities among staff
  • Advance and promote ideas for improving purchasing processes
  • Participate in any new or updates to current accounting /P.O. system initiatives
  • Encourage cost reductions (savings) through supplier transactions
  • Assist or help assemble complex purchase transactions of unlimited dollar value
  • Create and issue monthly activity, matrix, and savings reports
  • Maintain auditable transaction record files or archives
  • Ensure that all department manuals and forms kept up to date

Requirements (experience/skills)
  • College or University training in Supply Chain/Procurement or related field
  • PMAC, SCMP or equivalent certification desirable
  • Ten or more years of experience in high technology or related industry desirable
  • Knowledge of duties, customs, and taxes desirable
  • Knowledge of Infor LN desirable
  • Five years or more of previous supervisory or management experience
  • General understanding of business, global economy, and business concepts
  • Excellent communications and interpersonal skills are required
  • Excellent negotiating skills required
  • Patience and able to work under constant demands and requests
  • Technical and broad knowledge of products and equipment is an asset

Comments/Special Considerations :

All candidates must be eligible to obtain NATO Secret Security Clearance for this role.
