We're currently looking for a Payroll & Benefits Manager to join our team based out of our Surrey, BC office in a hybrid capacity. The Payroll & Benefits Manager oversees and leads all payroll and benefits services across the GroupHEALTH Family of Companies (GHFoC). They will provide leadership and expertise to the Payroll & Benefits Specialist team on all payroll and benefits matters to ensure accurate and timely processing while providing a positive employee experience.

Our organization uses UKG Pro to centrally process multiple bi-weekly payrolls to over 800 salaried and hourly non-union employees across multiple provinces in Canada and is in high-growth mode through both organic growth and M&A. As Third-Party Benefits Administrator (TPA), the GHFoC Payroll and Benefits also oversees the team’s administration of multiple employee benefit and retirement plans.

Outcomes

Within 30 days:
  • Meets individually with all HR & Payroll team members to gain an overall understanding of the department and team responsibilities
  • Has a basic understanding of the GroupHEALTH Family of Companies payroll and benefit plans
  • Cross trains with the existing Payroll & Benefits team to understand current processes, policies and systems
  • Completes required WEBS & UKG Pro basic system training

Within 60 days:
  • Has a detailed understanding of all GHFoC benefit and retirement plans
  • Completes all related UKG Pro Payroll and Benefits Administration modules
  • Has a detailed understanding of GHFoC benefit plan, products premiums, costs & rate tables
  • Has an understanding of all Payroll accounting and reporting functions

Within 90 days:
  • Has a detailed understanding of how payroll and benefits are processed and administered for the various companies and provides observations and any recommendations for improvement
  • Can efficiently and accurately perform all Payroll Accounting and Reporting functions
  • Has a thorough understanding of the GHFoC Payroll Year-End requirements and can effectively plan and lead the team through the process
  • Can effectively assist Payroll & Benefits Specialist team with complex benefit enquiries and escalations
  • Provides VP People & Culture with recommendations on how to enhance employee benefit communications and administration processes


Responsibilities

Payroll Management
  • Oversees payroll & benefits administration for 800+ Canadian employees, across multiple provinces and multiple lines of business within the GHFoC
  • Reviews and approves all payrolls before submission
  • Manages payroll compliance, taxation, and benefits by ensuring proper system configurations that meet all Federal and Provincial payroll legislation and regulations
  • Implements payroll best practices and enables continuous improvements in support of business initiatives, focusing on technology and process improvements aimed at quality and service enhancements and reduction of costs
  • Acts as back-up to Payroll & Benefits Specialists

Payroll Accounting
  • Establishes and maintains robust internal control measures to reduce risks and improve financial reporting accuracy
  • Prepares journal entries relating to payroll and benefits transactions
  • Generates and distributes monthly, and ad-hoc financial reports to different stakeholders, including not but limited to Finance, Managers, Executives and HR
  • Facilitates audits by providing relevant records and documentation to auditors
  • Creates and maintains GL Rules in UKG Pro as needed

Payroll Reporting
  • Prepares and revises annual salary expenses and forecasts for Finance Department
  • Provide ad hoc reports to various stakeholders as required

People Management
  • Manages and leads the Payroll and Benefits team, including hiring, mentoring, training, performance management and retention of competent staff

Payroll Year-End
  • Ensures completion of year-end processes within prescribed government timelines, including annual production, filing, distribution, reconciliation and reporting of standard and non-standard tax forms
  • Reviews final T4 slips and remittances before transmission to CRA

Groups Benefits & Retirement Plan Management
  • Develops, updates, and distributes benefit communications materials to ensure employees are well educated about their benefit plans
  • Ensures employee benefits records are accurate and in compliance with benefit plan rules, internal policies and applicable legislation through monthly audits
  • Assists Payroll & Benefits Specialists with complex benefit enquiries and escalations
  • Coordinates bi-annual benefit plan market reviews to ensure competitiveness, provide enhancement/improvement recommendations as required
  • Oversees bi-annual re-enrolment process
  • Participates in the annual benefit renewal process
  • Works with the Vice President, People & Culture to regularly assess the market competitiveness of benefit plans and recommends changes as necessary
  • Approves monthly carrier invoices
  • Updates rate tables in benefits administration system (WEBS) at plan renewal, and for plan changes
  • Prepares benefit cost analysis report on monthly basis for companies with ASO Health & Dental (for budget purposes)

Other
  • Partners with Payroll & Benefits Specialist and Human Resources team to set up new companies in UKG Pro
  • Other duties as assigned


Education & Experience
  • Post-secondary education in Accounting, Business Administration, Human Resources, or another related field
  • Canadian Payroll Manager (CPM) preferred, or Payroll Compliance Practitioner (PCP) required
  • Minimum of five (5) years’ experience in a fast paced, rapidly growing and complex payroll environment across multiple provinces and lines of business
  • Minimum of five (5) years’ experience administering employee group benefit plans with a strong understanding of insurance carrier and benefit plan rules
  • Minimum of three (3) years’ supervisory/management experience
  • Experience utilizing Payroll and HR systems, preferably UKG Pro
  • Experience with employee benefit plan design an asset
