Position Overview:The position of Manger, Trade Compliance is responsible for mitigating regulatory risks to Finning and ensuring all imports and exports are fully compliant with the laws, regulations and other trade-related requirements in all the countries we operate while servicing all of the needs of our internal and external customers and minimizing overall duty outlay.

This role is responsible for the development of best-in-class Trade Compliance and customs programs that supports Finning's segmented supply chain strategies and initiatives.

This role offers flexible work arrangements and the successful candidate can be located in Calgary, Edmonton, Vancouver or Regina.

Job Description:

Operations Management (60%)
  • Develop, implement, and enhance the Company's Trade Compliance Programs to ensure a standard methodologies program consistent with Canadian Export/Import laws and regulations and other trade-related requirements of Canada and non-Canadian government agencies.
  • Stay ahead of regulatory changes related to trade compliance and provide regulatory interpretation and implementation guidance to impacted geographies and businesses.
  • Craft trade compliance training programs for employees and third-party agents, and appropriately identify and prioritize high-risk practices by geography or country.
  • Manage trade compliance and broker service providers by building "partner of choice" relationships to ensure they meet all service goals and metrics
  • Develop continuous improvement initiatives to automate manually repetitive processing tasks and streamline overall processes.
  • Work cross functionally to ensure we maintain and/or enhance our supply chain security compliance programs including CTPAT and PIP.
  • Lead day-to-day operations

Duty Reduction (30%)
  • Develop and enhance duty deferral, recovery, drawback and minimization programs
  • Determine opportunities to further leverage international trade agreements and rulings.
  • Enhance process to manage and maintain the parts database

Leadership (10%)
  • Set the direction for the Trade Compliance team, providing guidance and mentorship to employees, and taking responsibility for overall team performance.
  • Coach, train, mentor and develop a team. Actively map out career development plans for their personal and the team success.
  • Build highly effective and strategic relationships with business partners and suppliers to provide low risk, minimized duty and efficient trade compliance services which supports Finning's best in class initiatives.
  • Partner and collaborate with other business functions to support strategic and cross functional initiatives.
  • Partner and collaborate with entire Transportation team to further and deliver department initiatives
  • Partner with Caterpillar to maintain strong business relationships through partnership on best practices.

  • Assess needs and lead implementation of 3rd party trade compliance software and tools, if necessary.
  • Develop and maintain KPI and reporting practices that provide timely visibility into department metrics and duty reduction programs.
  • Other responsibilities to be reasonably assigned to meet changing business requirements

Education & Experience:
  • Education:
    • Post-secondary education in transportation or logistics
    • Bachelor's Degree in Business Management
    • Certified/Licensed for Canadian and US Customs brokerage
    • Professional certifications are considered an asset (transportation, international trade or export controls)
  • Experience:
    • Minimum 5 years of experience:
    • Leading, managing and mentoring a high performance team in a diverse, multidimensional and progressive organization.
    • Proven success with cross-functional leadership and change management.
    • Managing trade compliance and customs programs for Canada and US. Experience with heavy machinery and parts is an asset.
    • Exports to other international jurisdictions an asset.
