The Manager, Payroll leads the payroll team in delivering a seamless and customer centric payroll experience for BCAA's diverse workforce ensuring that payroll is processed accurately and on time and in compliance with government regulations. The role oversees and manages all payroll related activities for approximately 1300 employees, including unionized and non-unionized, administering several retirement savings and benefit programs. This role is a key member of the People & Development leadership team and supports the strategic direction of the Payroll area.

Key Responsibilities:

Payroll Management

  • Lead and manage the payroll team developing a strong and cohesive team.

  • Ensure payroll is administered accurately and on time and in accordance with government legislation, collective agreements, insurance carrier contracts, and the Association's policies and procedures.

  • Provide audit oversight, customer service and processing support as needed including investigating outages, and process requirements and/or improvements.

  • Train new and existing team members to ensure consistent application of policies, procedures, and compliance with legislative and regulatory requirements

  • Lead the reconciliation of recurring payroll and benefit accounts and statements such as general payroll, WCB remittances, and employee benefits.

  • Partners with Auditors (both internal and external), Canada Revenue Agency, WorkSafe, and other agencies as required to fulfill information requests.

  • Assist the Manager, Compensation with the data components as part of the development and administration of annual Total Rewards Statements in partnership with outside consultants (Towers Watson).

  • Consistently review payroll processes to develop efficiencies and improvements to how the payroll and P&D team function; partnering with the HRIS team to digitize processes as much as possible.

  • Lead all year-end payroll activities, including pension adjustment calculations, submission of year-end adjustments, finalization and submission of all regulatory filing requirements.

  • Ensure payroll related remittances such as tax withholdings, union dues and benefits payments are done accurately and on a timely basis, provide audits and oversight as needed.

  • Provide oversight on internal controls, ensuring payroll processes are up-to-date and communicating any changes to the team and other departments.

  • Ensure that resources within the team are allocated appropriately to fulfill day to day operations and project work.

  • Manage Canadian Payroll Association Membership & ROE Web administrator access.

  • Prepare communications for team members via Workday Announcements, SPARK (BCAA's Intranet) or email including review of job-aids.

  • Manage the external audit (PWC) semi-annual and annual visits/request for data using Connect.

  • Create, monitor and prioritize payroll tickets within Service Now for report requests, system issues, enhancements and automation and liaise with the Workday Team in coordinating testing, implementing into production and communicating to the appropriate stakeholders. Provide analysis of tickets to proactively communicate to team members, adjust practices, etc.

  • Create, validate and maintain job aids for all payroll and time module processes internal to Workday and external to Workday.

People Leadership

  • Hire, train and coach team members, provide ongoing feedback and support.

  • Ensure team has skills and experience to meet department objectives.

  • Provide performance management as required.

  • Ensure best BCAA HR practices, documentation and procedures are followed.

  • Support knowledge transfer and retention in team.

  • Manage succession and career development plans.

  • Carry out other related tasks and projects as assigned.


  • Bachelor's Degree in Business, Finance and/or Systems

  • 5-7 years experience in a progressive payroll function with 2 years' experience in a leadership/supervisory capacity

  • A strong leader that proactively coaches and mentors team members on best practices and on performance while retaining a team of competent employees who will ensure both the Payroll & Benefits functions are running smoothly.

  • Excellent planning, analytical, problem solving, investigative, troubleshooting, and decision-making skills.

  • Demonstrated ability to be innovative and enhance processes to changing business needs.

  • Experience with Workday (HRIS), Epicor (Accounting), Concur (Invoicing and Expense Reimbursement), Verint (Scheduling) and Service Now (Help Desk) considered an asset

  • Excellent interpersonal and communication skills.

  • Excellent technical skills (e.g. MS Office, HRIS/Payroll & Time Management Systems)

  • Excellent organizational skills with proven ability to achieve goals and objectives

  • Strong time-management and project management Skills

  • Ability to be flexible in responding to changing deadlines and pressures

  • Stays current with trends and best practices in payroll technology, administration and management.

  • Ensures a high professional standard of service and performance by actively participating in education seminars, training programs, and other duties as assigned.
