BC Assessment is currently looking for a permanent Manager, Application Development Services to join our ITS team! This exciting role, within the Service Delivery team, leads and manages the Application Development Services team of BCA's Information and Technologies Service (ITS) Division. This role is responsible for leading application development and support services for BCA business stakeholders, ensuring the application systems meet the business requirements, functional, and non-functional expectations as established by ITS.

Key responsibilities include:
  • Leading the team responsible for ensuring the smooth operations of diversified application environments;
  • Assessing client requests for application development and changes, determining options and strategies that best fit business requirements;
  • Directing the design, enhancement/development and testing of applications, ensuring application support and problem resolution services are developed and documented;
  • Managing the coordination of efforts and deployment of Application Development Services staff to IT project teams;
  • Support BCA's commitment to protect the integrity and confidentiality of systems and client data;

To be successful in this role:

You need to be an IMIT professional that possesses deep knowledge in the following key areas:
  • Leading ITS application development activities and services
  • Leading technology projects and teams at a senior level
  • Current technology trends and best practices
  • Contract administration and management

You also need to have solid skills, talent, and the energy to make a positive impact within our team! This role requires a leader who can inspire and deliver outstanding results, can champion change within a complex work environment, and is innovative. We need someone who can translate the technical to "lay person", work collaboratively to influence behavior, and introduce innovative practices in a customer-centric environment. We also need a leader who is committed to mentoring and developing staff to reach their full potential.

Communication is paramount. We need someone with superb communication and collaboration skills; someone who can easily build and maintain strong working relationships with staff at all levels within the organization. Strong written skills are also key for the development of plans and presentations, as well as the ability to generate understanding and support for these plans. Someone who has superior conceptual thinking, organizational and creative problem-solving skills ... and enjoys using all of these skills.

Finally, you need to see yourself as a strong change agent who wants to build meaningful experiences - in our team, the business, and the communities that we support. This role matters and we are looking for someone who cares, and wants to be part of something awesome!

  • A university degree in computer science/engineering.

  • Extensive related work experience demonstrating progressive levels of application development in complex information technology environments.
  • Success working in a client-focused environment in the delivery of services/support.
  • Significant experience in project management, contract management and administration.
  • 5 or more years' experience leading a team, including union & non-union employees;
  • A strong leader with a track record of successful team building, skills development and coaching;
  • Demonstrated experience with multiple development lifecycle methodologies including Agile, Waterfall and Hybrid;
  • Demonstrated experience with DevOps practice implementation and operation.
  • A disciplined, analytical professional in style and approach; excellent business acumen and demonstrated sound judgement;
  • Experience working with public sector clients preferred.

This position is excluded from the bargaining unit.
