The Health Sector Information, Analysis and Reporting Division (HSIAR) sets the foundation for the delivery of high-quality health sector information, analytics, and reporting. The Division leads key information management functions including data stewardship, governance, security, access, analytics and reporting, quality assurance, performance measurement and evaluations functions. HSIAR sets out to exercise effective governance over data resources, while enabling timely and secure access to data, supporting an integrated, modernized model of information sharing across the health sector. The Division leads the overarching provincial analytic strategy and approach, and performs comprehensive, integrated analysis of health sector performance to ensure a consistent and timely approach to health system measurement utilizing a client centered approach.

Data Management and Stewardship (DMS) provides leadership in the use of, and access to, health data to support evidence-informed decisions, policy, analysis, and research directed to achieving improvements in health outcomes. The branch is responsible for the development and implementation of a strategic vision for health secondary data management and data security, ensuring that ministry data assets are appropriately managed and effectively leveraged.

The Operations Manager plans and develops key sets of IT Infrastructure Library (ITIL) service delivery processes for supporting the business decision support and information products on behalf of the Ministry and external client base. Healthideas is the enterprise Ministry of Health analytics environment and this role is responsible for managing impact of data warehouse changes, overseeing development and presentation of user training and educational materials for Healthideas. Other accountabilities of this key role include: the development of strategic plans transforming the business vision, goals and objectives of supported organizations into strategies, plans and processes for the data warehouse program; and planning, designing, developing and ensuring adherence of incident and problem management processes for the data warehouse program.

Job Requirements:
In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:


  • Bachelor's Degree in Computer Science, Software Engineering, Health Informatics or other related discipline and a minimum of 2-years of related experience; OR
  • Diploma in Computer Science, Software Engineering, Health Informatics or other related discipline and a minimum of 5-years of related experience; OR
  • Certificate in Computer Science, Software Engineering, Health Informatics or other related discipline and a minimum of 7-years of related experience; OR
  • An equivalent combination of education and experience may be considered.

Related experience must include:
  • Experience working with clients to improve operational services.
  • Experience Liaising between technical and business staff.
  • Experience in evaluating existing technical processes with the expectation of streamlining and improving them
  • Experience in presenting status of technical implementation / issues to stakeholders
  • Experience collecting and composing business requirements on complex projects and translating them to technical requirement.
  • Managing IM/IT contracted services and performing Qualified Receivership on technical deliverables

Preference may be given to candidates with 1 or more of the following:
  • Experience working with clients within the health sector engaged in health data use
  • Experience in financial management.
  • Experience in the supervision of technical staff
  • Experience with change management processes and project management methodologies.
  • Experience in establishing new streamlined technical processes during project transaction into Operations
  • Experience in technical architecture and resolution of technical issues
