The Health Sector Information, Analysis and Reporting Division (HSIAR) sets the foundation for the delivery of high-quality health sector information, analytics and reporting. The Division leads key information management functions including data stewardship, governance, security, access, analytics and reporting, quality assurance, performance measurement and evaluations functions. HSIAR sets out to exercise effective governance over data resources, while enabling timely and secure access to data, supporting an integrated, modernized model of information sharing across the health sector. The Division leads the overarching provincial analytic strategy and approach, and performs comprehensive, integrated analysis of health sector performance to ensure a consistent and timely approach to health system measurement utilizing a client centred approach.

Strategic Data Initiatives leads and manages secondary use data projects that advance the development of integrated sector data assets, related data products and supporting services that enable data driven insights regarding the health sector.

To provide expert data analysis, data design, data modelling and data quality services to the sector. Develops data architecture, data standards and data policies to ensure integrity for the sector data resource, and to provide leadership in managing information as a valuable, sustainable sector asset. In addition, the position provides the full scope of Data Scientist expertise.

Job Requirements:
In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:

  • Degree in Information Technology or Information Management or a related field and 3 years *related experience; OR
  • Diploma in Information Technology or Information Management or a related field, and 4 years *related experience; OR
  • Certification from a recognized institution, in Information Technology or Information Management or a related field and 5 years *related experience; OR
  • An equivalent combination of education and 6 years *related experience.

*Related experience must include at least 3 each of the following:
  • Experience leading project teams.
  • Experience in information resource management, corporate data design, relational and/or object data modeling, process modelling, data analysis, data warehousing and/or business area analysis techniques, data management principles, structured analysis and design, and documentation of business requirements.
  • Experience with software development experience with web applications including front-end and back-end development.
  • Experience with Report design and development using BI tools, including query optimization and database view development; developing reports and data visualizations via such tools as Microsoft Power BI and Tableau, RShiny or Jupyter notebooks.
  • Experience at leveraging structured and unstructured data sources to conduct quantitative or statistical analysis.

Preference may given to applicants with 1 or more of the following:
  • Experience determining appropriate use of various problem structuring methods and statistical methods for sampling, distribution assessment, bias, and error.
  • Experience deploying physical data models to a cloud hosted solution.
  • Experience deploying applications in a cloud hosted solution.
  • Experience with managing metadata (structural, descriptive and lineage).
  • Experience using business intelligence technologies such as Power BI, Power BI Report Server, Power BI Service, Tableau or Tableau Server, RShiny or Jupyter notebooks.

  • Willingness to provide on call 24-hour support during peak periods.
  • Willing to keep up to date with cutting-edge techniques in machine-learning and big data analytics and find ways to advance the organization's capabilities in analytics.
