Mail, Payment and Document Processing (MPDP) is a section within BC Mail that serves as a bridge between the paper and digital worlds. MPDP supports a wide variety of programs within Government. We receive paper applications, forms and more, digitize/scan them, and deliver the files electronically to the business area. We also accept cheques and cash for the services we support and electronically deposit the money daily.

The Business Analyst is responsible for applying business area analysis to deliver improved business process to the many business areas that BC Mail Plus supports. This position will be responsible for delivering both automated and manual business improvements. This position is required to advise, facilitate, and co-ordinate all activities in the system development life cycle from planning to implementation. Projects that this position will be involved in will range from small to very large and complex. Depending on the project, the incumbent may be required to perform feasibility studies, business analysis, project lead and quality assurance testing.

Due to the nature of the position and business requirements, this opportunity requires a person in Victoria.

Job Requirements:
In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:

  • Degree in Computer Science, Business or a related field and two years of related experience; OR
  • Diploma in Computer Science, Business or a related field and 3 years of related experience, OR
  • Certification in Information Technology and three years of related experience.
  • Recent experience (within 5 years) analysing processes and recommending/implementing changes.
  • Recent experience (within 5 years) leading projects through to completion.
  • Recent experience (within 5 years) in the gathering of business requirements and developing business cases.
  • Experience working on large multi-year projects.
  • Preference may be given to those with Project Management Professional or Prince2 certification.
  • Preference may be given to those with Agile Scrum Master or Product Owner certification.
  • Preference may be given to those with Change Management certification.
  • Preference may be given to those with ITIL V4 certification.
