About the BCLDB:

The BC Liquor Distribution Branch (LDB) is one of two branches of government that provide oversight for the beverage alcohol and non-medical cannabis industries in the province. The LDB is responsible for the wholesale distribution of liquor and cannabis, and operates the retails brands BCLIQUOR and BC Cannabis Stores.

LDB's Information Technology (IT) team consists of 7 competency areas: Customer Experience, Infrastructure & Operations (I&O), Information Security, Enterprise Architecture, Software Services, Data Services, and IT Program Governance. Currently 4 divisions managed by IT Directors collectively are responsible for all of the 7 competency areas to deliver the IT mandate of supporting LDB's corporate and business operations and enabling future needs and initiatives.

At present, the IT team consists of more than 260 full-time employees and includes a sourcing strategy to leverage external expertise to ensure the integrated IT team continues to deliver LDB's strategic initiatives timely and in high quality.

IT department of the LDB is responsible for the entire computing infrastructure for all of the 230+ BC Liquor Stores, BC Cannabis Stores as well as LDB's head office in Burnaby and 4 Warehouse/Distribution Centres including Delta, Kamloops, Richmond, and Victoria. IT department also manages three data centres located in Burnaby, Delta and Kamloops.

About this role:

The Technical Analyst II designs, develops, implements, and manages solutions to support operational or customer facing systems. In addition, the Analyst provides technical support, guidance, and problem solving for retail (liquor and cannabis), corporate, and warehouse systems across the Province. Supported systems include desktop computers, laptops, printers, audiovisual equipment and mobile technology.

The Technical Analyst II assists in supporting 200+ liquor stores that have 1,000+ IT related devices and growing cannabis retail store environments. Also included in support is corporate offices and different distribution centres for the cannabis and liquor streams of business.

Special requirements and working conditions include a valid Class 5 Driver's License. Weekend, evening and shift work may be required with a rotating schedule between Burnaby, Delta and Richmond. Travel, including occasional overnight travel may be required to visit BC Liquor Stores, Distribution Centre's, and special events as required. This position may require transportation or movement, as well as carrying of equipment up to 25 kg. Work location includes Burnaby, Delta, Richmond and Kamloops. A successful completion of a criminal record check is required.

Position requirements:

Education and Experience:

Degree or diploma in Information Technology (IT), Computer Science or related discipline with 2 years of recent, related experience*.

OR

A combination of education, training and experience may be considered equivalent to the educational requirement i.e., secondary (high) school diploma or equivalent certification with 3 years of recent, related experience*, and formal coursework and/or certificates in IT, Computer Science or related discipline.

*Recent, related experience must have occurred in the last 5 years and must include the following:
  • Experience with help desk call tracking e.g., IT service management (ITSM) software.
  • Experience in resolving and troubleshooting complex technical problems for both hardware and software.
  • Experience in a customer service-related technical position.

Preference may be given to candidates who have experience with any of the following:
  • Experience with Simple Network Management Protocol (SNMP).
  • Experience with Windows Management Instrumentation (WMI).
  • Experience working within a complex IP network.
  • Experience in WAN/LAN technologies.
  • Experience in multiple OS technologies e.g., Microsoft and Linux.
  • Experience with Active Directory and Group Policy.
  • MS Office O365, System Center Configuration Manager, Virtual Center and an assortment of IS management tools and consoles.
  • Scripting (PowerShell or PHP or Python or VBA).
  • Virtual servers and other virtual systems such as Citrix and VMWare.
  • Gathering metrics and producing reports.
  • Azure and Intune experience (Device enrollment, user support, application packaging).

About BC Liquor Distribution Branch

In British Columbia, there are two branches of government that have responsibility for the liquor industry: the Liquor Control and Licensing Branch (LCLB) and the Liquor Distribution Branch (LDB). Both of these branches currently report to the Ministry of Public Safety and Solicitor General. The LCLB issues licences for making and selling liquor and supervises the service of liquor in licensed establishments.
