Exempt - Term (up to 18 Months) Scope
The District Energy Infrastructure and Planning Lead will help to achieve a profound community-wide reduction in green-house gas emissions in the City of Surrey and initiate a transition to more sustainable energy systems.
The City of Surrey established a City-owned thermal energy utility, Surrey City Energy, in 2012 as a business unit of the Engineering Department to advance the implementation of low-carbon district energy systems in City Centre and elsewhere in the community. In support of the City's goal of achieving net-zero GHG emissions by 2050, Surrey City Energy is in the early stages of design for a sewer heat recovery facility that will provide low-carbon energy to high-density buildings in the City Centre area. The successful candidate will work with the Sustainability and Energy Services Division of the Engineering Department to advance the sewer heat recovery project and other infrastructure expansion projects required to mee the rapid growth of Surrey City Energy. Responsibilities
Project management duties will include:
• Lead and partner with industry stakeholders on growing the district energy utility in City Centre. • Liaise with consultants/contractors; management of engineering, materials supply and construction contracts for capital construction projects in support of Surrey City Energy's growth and low-carbon transition.. • Coordinate with legal, procurement, engineering and planning staff. • Assist with the budget forecasting on capital costs for 5 and 10 year plans. • Assist with the long-term financial plan and rate-setting process. • Manage technical feasibility studies for low carbon energy projects in support of Surrey City Energy's objectives. • Assist in the development of long-term implementation strategies to meet the City's low-carbon objectives including stakeholder engagement plans. • Perform other duties as required. Qualifications
• A degree in engineering, registered as a Professional Engineer or Engineer in Training with EGBC and/or graduate degree in related renewable energy field. • A minimum of five (5) years' experience working in a related field. • Direct experience with low carbon energy systems, and with the municipal development approvals process. • Demonstrated ability to independently lead initiatives, manage large-scale construction projects, develop partnerships with internal and external stakeholders, develop and implement complex engagement processes. • Undertake best practice and background research; and to oversee the work of consultants. • A demonstrated commitment to environmental sustainability coupled with strong analytical writing and public speaking skills are also essential.
