Job Description

We have an exciting opportunity for you to join our team as the Director IT Planning and Governance! Reporting to the Chief Information Officer (CIO), Director IT Planning and Governance is a technology leader that leads and directs the work of the Governance and Planning division. This role oversees functions such as IT strategy, governance, performance management, the development and maintenance of IT policies, procedures and methodologies, as well as performance management frameworks and metrics. The position may also be responsible for managing IT capital, workforce and external supplies and may extend the responsibilities into developing nascent IT capabilities, such as innovation management, digital transformation, enterprise architecture, enterprise change management, strategic supplier management, and quality management, until they are mature enough to function as independent teams. The incumbent establishes strategic planning and governance principles and processes; prepares, recommends, and implements, as approved, short- and long-term operational plans; establishes and implements continuous improvement programs for the IT organization; oversees the execution of high-impact, enterprise-wide, strategic programs, and/or digital transformation initiatives. The Director directs the preparation, review and consolidation of budgets and business plans for the department; monitors and approves expenditures. Performs related work as required.

Qualifications
Qualifications include a Master’s Degree in Computer Science, Information Technology, Business Administration, Public Administration field and a minimum of seven years of recent related management experience in a similar complex technical environment or Bachelor’s degree in a related field with a minimum of ten years recent related experience at the senior management level preferably in municipal government or an equivalent combination of education, training and experience. Certification in project management, process engineering, IT service management and/or software development lifecycle methodologies is highly desirable. The role requires thorough knowledge of current and emerging technologies, technology directions, and strategic application to business needs; municipal legislation, acts, regulations, and standards related to the work; budget planning, financial management and workforce management; IT strategic planning, IT governance formulation, and organizational change management. This role requires the ability to plan, lead, manage, coach and motivate staff through subordinate managers; establish and maintain effective working relationships with senior managers, employees, elected officials and a variety of outside individuals and agencies; persuade, influence and collaborate with senior leaders and Council to achieve optimum IT solutions to meet the business needs of the City; understand and research, analyze, interpret and provide guidance on topics related to the role; establish strategic priorities, set goals and manage a variety of competing deadlines within time and budget constraints and foster the development of management practices which focus on continuous improvement and operational efficiency in the activities of the department.
