Job Description

Horizon Recruitment is recruiting for a Construction Contracts Administrator to support a growing portfolio of civil construction work. Our client has established master service agreements with contractors to deliver smaller and mid-sized construction projects quickly and efficiently. As the volume of work grows, they need an experienced construction professional who can bring both technical knowledge and a strong commercial mindset to contractor management. This role will act as a bridge between construction, procurement, and external contractors. The successful candidate will understand how construction work gets done in the field while also being comfortable reviewing estimates, challenging costs, and making sure contractors are delivering strong commercial value.

Responsibilities

  • Manage the commercial aspects of master service agreements covering electrical, mechanical, and civil construction work.
  • Partner closely with Construction Managers to support multiple projects running at the same time.
  • Review contractor estimates, scopes, pricing, and supporting cost information.
  • Assess whether proposed labour, materials, equipment, and other project costs are reasonable.
  • Challenge contractor pricing and assumptions when required.
  • Help ensure the right contractors can be deployed quickly for smaller and mid-sized projects.
  • Work with internal construction teams to understand project requirements and identify commercial risks.
  • Monitor contractor performance and help resolve commercial or scope issues before they affect project delivery.
  • Improve consistency in how contractor estimates and commercial proposals are reviewed.
  • Provide practical construction insight during commercial discussions with suppliers and contractors.
  • Help internal Construction Managers focus on project execution by taking ownership of contractor commercial reviews.

Requirements

  • Strong construction background with hands-on knowledge of how projects are estimated, planned, and delivered.
  • Strong understanding of construction estimating, contractor pricing, and cost structures.
  • Experience working with electrical, mechanical and/or civil contractors, ideally with exposure to both disciplines.
  • Ability to review and confidently challenge contractor estimates and commercial proposals.
  • Experience managing contractors under master service agreements or similar contracting models is an asset.
  • Strong commercial judgment combined with practical construction knowledge.
  • Comfortable working directly with Construction Managers, procurement teams, contractors, and other stakeholders.
  • Strong communication, negotiation, and problem-solving skills.
  • Able to manage commercial requirements across several smaller or mid-sized projects at once.

Remuneration

  • $60-70/hr based on experience
